On steam:
- Go to the Elite Dangerous game on your library and click CD key
- Copy the horizons DLC key

On the Frontier website store (the link was given to you on the second comment)
- Login
- Go to address book and fill your billing address (no payment info is necessary just your home address or something) and save it.
- Go to "Product Access Key"
- Paste the key from steam there
- Click "submit key" button

REMEMBER: double check that you are doing it on the correct account and that you already have Elite Dangerous (the base game) associated with that account.

That should do it.
You might need to restart ED launcher if you have it open.
